The Heat Network Metering and Billing Regulations and Energy Act 2023 have introduced significant implications for heat network operations and maintenance. We specialise in detecting inefficiencies and revealing hidden issues that impact the performance of heat networks. Many heat networks currently fall short of compliance with the Heat Network Metering and Billing Regulations, leaving clients vulnerable to non-compliance penalties. Recent updates to the regulations have introduced building classifications and a cost-effectiveness assessment for installing meters. The initial cost-effectiveness exercise was required to be completed by 27th November 2021, with the installation of meters or Heat Cost Allocators (HCAs) mandated by 1st September 2022.

Agility supports network operators in achieving compliance with these regulations by:

  • Metered or Partially Metered Networks: Reviewing existing metering arrangements to ensure they meet regulatory standards.
  • Unmetered Networks: Conducting cost-effectiveness assessments to determine the necessity of metering arrangements and preparing for notification requirements.
  • All Networks: Developing scopes of work for heat metering retrofits, supporting implementation, and providing close-out reports for compliance notification.
